The Air Force Research Laboratory (AFRL) is looking at a winged recoverable booster (paid subscription required) for a rapid response satellite launcher.Considering the history here, the ruinously expensive and sometimes lethal space shuttle, I'm dubious.
Reusable does not seem to equal cheaper, or more reliable in space boosters.
