Why I'm Generally Inclined to Support Russia in Confrontations with Other FSU Nations

Because the other former Soviet Republics, when not glorifying genocidal Nazi collaborates, are hosting marches honoring Nazi SS veterans.

Apart from that Mrs. Lincoln, how was the play?
Each year on March 16, a macabre event unfolds on the square around this capital city’s most famous monument.

Known as the Memorial for Latvian Legionnaires, it is the world’s only march by veterans of Nazi Germany’s elite SS unit.

A handful of them, including nonagenarians in wheelchairs, lead the procession through the Old City to the monument. Some wear the insignia from their old units — the 15th and 19th Waffen Grenadier Divisions — as they receive flowers from young women flanking the procession.

………

The marchers, some of them skinheads wearing fascist symbols, also spark passionate opposition from Latvians who recall how some of the fighters honored were complicit in the murder of Jews. Equally ardent advocates of the march argue that the Legionnaires were either patriots seeking independence from Russia, forcefully conscripted victims of the German Nazis or both.

But throughout the 20-year-old debate over perceived perpetrators, no one had bothered to use the site to remember the victims of the Nazis.
To be fair, there is an attempt by some people bring up the actual history:
Until 2016, that is, when a non-Jewish Holocaust education professional from Riga — whose great-uncle fought for the Germans — started grassroots commemorations at the monument for murdered Jews, reclaiming the site from the far right.

“In order to make something that belongs to the whole of Latvia, it has to be at Freedom Monument,” Lolita Tomsone, the organizer, told JTA.
But the push-back, both social and official has been intense:
In Lithuania, hundreds of nationalists march each year with swastikas and banners carrying portraits of collaborators who helped murder Jews. There, Zuroff’s 2016 book about the Holocaust led to the first debate of its kind about local complicity in the genocide. Zuroff, the Eastern Europe director for the Simon Wiesenthal Center, co-authored “Our People” with the popular author Ruta Vanagaite.

In recent weeks, though, a Lithuanian Cabinet minister submitted legislation that would outlaw the sale of material that “distorts historical facts” about his country – an echo of a similar and controversial bill recently passed in Poland. Vanagaite has left Lithuania amid a smear campaign against her: After she dared criticize a Lithuanian nationalist hero, her publishing house recalled and shredded all of her books.
If you live in a society where it is not only controversial, but unpopular, to say that Nazis are bad,  you need to fix your society, and your politics, and a lot of other stuff.

Why I Tend to Favor Russia in its Dispute with the Ukraine

Because as bad as Russian antisemitism is, the Ukraine has more antisemitic incidents than the rest of the former Soviet Union combined, and this has been so since the days of the tzars:
In its main annual report on anti-Semitism, Israel’s government singled out Ukraine as unusual in Eastern Europe for the alleged increase in attacks there, triggering protest by Kiev.

The allegation appeared in the anti-Semitism report for 2017 that the Ministry for Diaspora Affairs under Education Minister Naftali Bennett published last week, ahead of the Jan. 27 International Day of Holocaust Remembrance.
“A striking exception in the trend of decrease in anti-Semitic incidents in Eastern Europe was Ukraine, where the number of recorded anti-Semitic attacks was doubled from last year and surpassed the tally for all the incidents reported throughout the entire region combined,” the report said.

The report did not name the total number of incidents reported but a ministry spokesperson queried by JTA said that throughout 2017, more than 130 incidents of anti-Semitism had been reported, including violent assaults, in Ukraine. The data came from Jewish communities and Nativ, an Israeli government agency that used to be part of the intelligence services but today deals exclusively with issues connected to aliyah, or immigration by Jews and their relatives to Israel.

The report also said that 2017 was the second consecutive year that Ukraine had the largest number of anti-Semitic incidents of any other country from the former Soviet Union.
Note that current Russian government isn't erecting statues to, naming streets after, and marching to honor dead genocidal maniacs who collaborated with the Nazis either.

While we are at it. f%$# the current Polish government for planning to literally making it illegal to acknowledge the historical FACT that there were large numbers of Poles who enthusiastically collaborated with the Nazis and helped execute the Holocaust, including some members of the Polish resistance.

Russia comes out as the best of an REALLY bad lot in that part of the world on issues of glorifying Nazis and denying the reality of what some of its populace did during WWII..

Weird Family History

I had an interesting talk with my Dad this weekend.

He recalled that in the mid 80s, my grandma went on cruise that included a stop in Leningrad.

The KGB refused to allow her off the boat, and we have no clue as to why.

Our Friends in the Ukraine

There are now indications that the Ukraine is a major contributor to the recent rapid advancement in the North Korean ICBM program.

The only question is whether the technology transfer id the result of corruption or espionage.

My money is on the latter:
Pyongyang’s rogue missile-firing has evoked a commotion among its neighbours. But the anger has turned into threats after Kim Jong-un’s regime astounded the world on July 4 – Independence Day in the United States – with its first intercontinental ballistic missile, which flew almost 1,000 kilometers after being launched.

The Hwasong-14, which means ‘fire star’ in Korean, reached an altitude of 2,802 km and traveled 933 kilometers east into the Sea of Japan after a 39-minute flight.

………

The international community had previously been told that it could take more than 10 years before Pyongyang could come up with an ICBM prototype that might pose a substantial threat – until Hwasong-14 skirted across the airspace of northern Japan.

………

The Russian Defence Ministry initially believed the missile was merely one of the many makeshift “toys” that the Kim regime liked to parade, but the Pentagon confirmed shortly after that it was the real deal.

Russian missile experts who examined photos of Hwasong-14 were quoted as saying the North Korean ICBMs may be copycat versions of long-range missiles made by the Soviet Union, such as the SS-18 Satan, capable of carrying multiple warheads with independently targetable reentry vehicles, Kanwa Defense Review has said.

The Hwasong missiles bear all the hallmarks of the SS-18, and one telling indicator is its strikingly similar fairings.

An initial analysis of the known trajectory and payload of the Hwasong family has lent fresh evidence to conjecture that Pyongyang may have obtained key ICBM technology from the Ukraine-based Yuzhnoye Design Office, which was once a Soviet Union bastion for rockets and advanced weaponry research and development, but is now allegedly laden with debt.

………

North Korea’s ability to “skip grades” in missile technology, notably in regard to composite materials, solid fuels, and warhead thermo-protection, has spooked analysts, who now suspect the regime may have taken lessons from outside, given that Pyongyang is hard pressed to even feed its own population.

“Since 2000, Pyongyang has been sending spies to Ukraine, sometimes via Moscow, forcing the latter of tip-off Kiev to intercept [them]. But it appears that the strained ties between Moscow and Kiev are now playing into Pyongyang’s hand,” an observer said.
Or they are just paying money.

Even if Pyongyang got the plans for the rocket, getting the necessary manufacturing and systems expertise to make sense of those plans a non trivial endeavor.  (It's probably more difficult for spies to get the latter)

That's why my guess is that someone at the Yuzhnoye Design Office got paid for the information.

Interesting Twitter Fact

I would note that most, if not all, of these statues to genocidal anti-Semites have been erected since the fall of the USSR.

It ain't just history.

Speaking of Fascism………

The Ukraine has upped its slow-walked ethnic cleansing program, the Ukrainian parliament has passed a law banning non-Ukrainian language education after elementary school:
Timeya Leshko doesn’t see much of a future for her four children in Ukraine, where a Moscow-backed conflict still flares up in the east and economic opportunities seem few and far between elsewhere.

"There’s no way to earn a living here. Everyone knows that. All the young people are leaving," Leshko told RFE/RL’s Ukrainian Service in a recent interview. "And I don’t think it’s going to get better, only worse."

The ethnic Hungarian in the sleepy village of Mali Heivtsi on Ukraine’s western fringes, not far from Slovakia and Hungary, is convinced that learning her native tongue is the ticket out for her kids.

But that may be tougher for Leshko and other ethnic minorities in Ukraine after the country’s parliament passed an educational-reform bill on September 5 that includes a clause making Ukrainian the required language of study in state schools from the fifth grade on.

Leshko is not a fan of the bill, which would roll back the option for lessons to be taught in other languages.

"I don't like it. Why? Because, for example, I am a Hungarian. I was studying in a Hungarian school and I want my children also to speak Hungarian," she explained. "Maybe they will move to Hungary or maybe they will go there to earn money. In that case, the Hungarian language will be more useful than Ukrainian, I think."
They want you to leave.

This is what the Quebecois did in Canada, and they have been fairly successful.

While We are on the Subject of Abject Failure

Secretary of Defense James Mathis is trying to gin up support for US military involvement in the Ukraine:
Defense Secretary James Mattis said Thursday that the Trump administration is “actively reviewing” whether to provide weapons to Ukrainians who are fighting Russian-backed rebels.

“On the defensive lethal weapons, we are actively reviewing it,” Mattis said during a press conference alongside Ukrainian President Petro Poroshenko.

“I will go back, now, having seen the current situation, and be able to inform the secretary of State and the president in very specific terms what I recommend for the direction ahead.”
There is a permanent war party in Washington, DC, AKA, "The Blob," and they haven't won a war, since 1945, and they haven't made the world a better place, or had a diplomatic success in almost as long a time.

They were the ones, in the person of Victoria Nuland, who fomented a coup and a civil war in the Ukraine in the first place.

And now these idiots are back in command of our foreign policy.

What the hell, it's just more blood and treasure sacrificed on the altar of pointless American hegemony.

What Part of Ukrainian Nationalist Don't You Get?

The Ukrainian city of Lviv has decided to hold a festival to honor a collaborator with the Nazis who murdered Jews and Poles, primarily in Volhynia and Galicia:  (The article does not mention the massacres of Poles by Shukhevych)
The Ukrainian city of Lviv will hold a festival celebrating a Nazi collaborator on the anniversary of a major pogrom against the city’s Jews.

Shukhevychfest, an event named for Roman Shukhevych featuring music and theater shows, will be held Friday.

Eduard Dolinsky, the director of the Ukrainian Jewish Committee, in a statement called the event “disgraceful.”

On June 30, 1941, Ukrainian troops, including militiamen loyal to Shukhevych’s, began a series of pogroms against Jews, which they perpetrated under the auspices of the German army, according to Yale University history professor Timothy Snyder and other scholars. They murdered approximately 6,000 Jews in those pogroms.

The day of the festival is the 110th birthday of Shukhevych, a leader of the OUN-B nationalist group and later of the UPA insurgency militia, which collaborated with the Nazis against the Soviet Union before it turned against the Nazis.

Shukhevychfest is part of a series of gestures honoring nationalists in Ukraine following the 2014 revolution, in which nationalists played a leading role. They brought down the government of President Viktor Yanukovuch, whose critics said was a corrupt Russian stooge.

………

In a related debate, the director of Ukraine’s Institute of National Remembrance, Vladimir Vyatrovich, who recently described Shukhevych as an “eminent personality,” last month defended the displaying in public of the symbol of the Galician SS division. Responsible for countless murders of Jews, Nazi Germany’s most elite unit was comprised of Ukrainian volunteers.

Displaying Nazi symbols is illegal in Ukraine but the Galician SS division’s symbol is “in accordance with the current legislation of Ukraine,” Vyatrovich said.
I would note that I am aware of my family history, and I am aware that there is some Galitzianer* in my background, (my dad prefers a sweet gefilte fish), so I do tend to not to be dismissive of efforts Nazi apologists from that part of the world, though I am not surprised by such efforts.

Ukrainian history is rather more virulently antisemitic than corresponding Russian history.

*My Grandmother also claimed descent from the Goan of Vilna (Elijah ben Shlomo Zalman) which would make us Litvaks (Lithuanian) Nas well, so I span both major divisions of Eastern European Jews. There is also some Yekke (German/Western European) Jewish background in the family tree, so we're mutts.†
†Note that the division of Galitzianer, Litvak, and Yekke only vaguely correspond to the current or historical boundaries of these regions.

Seriously, Are There ANY Ukrainian Nationalists without a Nazi Family Background?

Exclusive: Canada’s fiercely anti-Russian Foreign Minister Chrystia Freeland says her Ukrainian grandfather struggled “to return freedom and democracy to Ukraine,” but she leaves out that he was a Nazi propagandist justifying the slaughter of Jews, writes Arina Tsukanova. It really says all you need to know.

………

So, it appears Freeland’s grandfather – rather than being a helpless victim – was given a prestigious job to spread Nazi propaganda, praising Hitler from a publishing house stolen from Jews and given to Ukrainians who shared the values of Nazism.
Among other things, as editor of the Polish newspaper Nowy Dziennik, he lauded the Babi Yar massacre of Kiev's Jews:
The Nov. 6, 1941 issue of Krakivski Visti ecstatically describes how much better Kiev is without Jews. “There is not a single one left in Kiev today, while there were 350,000 under the Bolsheviks,” the newspaper wrote, gloating that the Jews “got their comeuppance.”

That “comeuppance” refers to the mass shooting of Kiev’s Jewish population at Babi Yar. In just two days, Sept. 29-30, 1941, a total of 33,771 people were murdered, a figure that does not include children younger than three years old. There were more shootings in October, and by early November, Krakivski Visti was enthusing over a city where the Jewish population had “disappeared” making Kiev “beautiful, glorious.” Chomiak’s editorials also described a Poland “iinfected by Jews.”

It should be noted that my awareness of the history of Ukrainian nationalism going back hundreds of years, might influence my positions on the current conflict in the Ukraine.

On the other hand, it appears that Freeland would Steve Bannon's kind of foreign minister.

Pass the Popcorn

First, we have Trump's campaign manager turfed out in large part because of his lobbying dealings with the former President of the Ukraine.

Now we have a The Podesta Group, founded by Clinton campaign manager John Podesta, and run by his brother Tony Podesta, lawyering up over their involvement with the same corrupt dirtbag:
A prominent D.C. lobbying firm has hired outside counsel over revelations that it may have been improperly involved in lobbying on behalf of pro-Russian Ukrainian politicians who also employed former Donald Trump campaign chairman Paul Manafort.

As first reported by BuzzFeed, the Podesta Group announced Friday that it has retained law firm Caplin & Drysdale to investigate whether or not the lobbying firm unwittingly did work for the pro-Russian political party in Europe that also hired Manafort.
"Unwittingly" my ass.
………

Working on behalf of the European Centre for a Modern Ukraine, the Podesta Group lobbied in Washington for positions favored by the pro-Russian political party, of which deposed former President Viktor Yanukovych was a member. The lobbying work ended in 2014 after Yanukovych fled Ukraine for Russia, where he remains in exile.
The problem here, as it often is in the world of lobbying, is not what is illegal, but what is legal.

Manafort and Podesta are peas in a pod that only differ in their client list.

Nuland's Folly

Following the US supported coup, The Ukraine has turned into an open air arms bazaar for criminals and terrorists:
When the the Ukrainian Security Service, the SBU, announced recently that it had detained a 25-year-old French citizen, Grégoire Moutaux, who was trying to cross the country’s border into Poland in a vehicle full of explosives and weapons, that sounded like a major blow against terrorism.

SBU spokesman Vasyl Hrytsak declared that after two weeks of investigation, which is to say of interrogation, “The Ukrainian Security Service managed to prevent 15 terrorist attacks targeting the territory of France.”

According to the SBU this alleged French criminal attempted to smuggle five Kalashnikov assault rifles, more than 50,000 bullets, two RPG-7 anti-tank grenade-launchers, 100 electronic detonators, and 125 kilograms of TNT across Ukraine’s frontier.

Perhaps. But in Kiev, the announcement was greeted with deep skepticism. Neither local journalists nor independent observers place much trust in SBU reports these days, and with good reason.

………

“Unfortunately, when both Ukraine and Europe are endangered by terrorism and need professional security services more than ever, there is not much confidence in what the SBU tells us,” independent journalist Saken Aymurzaev told The Daily Beast.

The ideological and ethnic conflict that has torn Ukraine apart over the last two hears has attracted radical nationalists from different countries, some of them involved in weapon smuggling. Among these, notably, were a few French volunteers, ideological supporters of pro-Russian forces who were fighting in eastern Ukraine two years ago.

Poland had to increase security measures last year to try to prevent criminals attempting to transport weapons from Ukraine into its territory. If in 2013 Polish police seized only three firearms smuggled from Ukraine, last year law enforcement arrested smugglers with 53 guns, and there are many, many more where those came from.
Between right wing Neocons, and Liberal Interventionists, our foreign policy establishment is going to destroy us all.

Nope, No Appearance of Corruption Here

The New York Times has revealed the connections between Joe Biden's lobbyist son, Hunter, and a Ukrainian oligarch:
When Vice President Joseph R. Biden Jr. traveled to Kiev , Ukraine, on Sunday for a series of meetings with the country’s leaders, one of the issues on his agenda was to encourage a more aggressive fight against Ukraine’s rampant corruption and stronger efforts to rein in the power of its oligarchs.

But the credibility of the vice president’s anticorruption message may have been undermined by the association of his son, Hunter Biden, with one of Ukraine’s largest natural gas companies, Burisma Holdings, and with its owner, Mykola Zlochevsky, who was Ukraine’s ecology minister under former President Viktor F. Yanukovych before he was forced into exile.

Hunter Biden, 45, a former Washington lobbyist, joined the Burisma board in April 2014. That month, as part of an investigation into money laundering, British officials froze London bank accounts containing $23 million that allegedly belonged to Mr. Zlochevsky.

Britain’s Serious Fraud Office, an independent government agency, specifically forbade Mr. Zlochevksy, as well as Burisma Holdings, the company’s chief legal officer and another company owned by Mr. Zlochevsky, to have any access to the accounts.

But after Ukrainian prosecutors refused to provide documents needed in the investigation, a British court in January ordered the Serious Fraud Office to unfreeze the assets. The refusal by the Ukrainian prosecutor general’s office to cooperate was the target of a stinging attack by the American ambassador to Ukraine, Geoffrey R. Pyatt, who called out Burisma’s owner by name in a speech in September.

………

But Edward C. Chow, who follows Ukrainian policy at the Center for Strategic and International Studies, said the involvement of the vice president’s son with Mr. Zlochevsky’s firm undermined the Obama administration’s anticorruption message in Ukraine.

“Now you look at the Hunter Biden situation, and on the one hand you can credit the father for sending the anticorruption message,” Mr. Chow said. “But I think unfortunately it sends the message that a lot of foreign countries want to believe about America, that we are hypocritical about these issues.”

………

Ms. Bedingfield said Hunter Biden had never traveled to Ukraine with his father. She also said that Ukrainian officials had never mentioned Hunter Biden’s role with Burisma to the vice president during any of his visits.

“I’ve got to believe that somebody in the vice president’s office has done some due diligence on this,” said Steven Pifer, who was the American ambassador to Ukraine from 1998 to 2000. “I should say that I hope that has happened. I would hope that they have done some kind of check, because I think the vice president has done a very good job of sending the anticorruption message in Ukraine, and you would hate to see something like this undercut that message.”
And people wonder why our heartfelt appeals to end corruption in foreign governments are not well received.

Not a Surprise, Given the History

Given the history of the Ukrainian antisemitism, and even by the standards of the worst times of the Czarist regime it was extreme, this should come as no surprise:

There were times when the Jewish population of the Crimean peninsula exceeded 65,000. Now it”s around 10,000 out of 2 million, but it suddenly looks like this number has a chance to increase dramatically.

The tumultuous events around Crimea slipping out of Ukraine’s control divided the Ukrainian Jewish community. From the very first days, Crimean Jews threw their lot with Russia. “In Crimea, some Jews feel safer after Russian intervention,” reported Jewish Telegraphic Agency on March 4, 2014, less then a week after Russian ‘little green men’ put Russian flag in Sevastopol. “While many Ukrainian Jews have strongly condemned the Russian military incursion into Crimea,” JTA continued, “others see the intervention as restoring order in the wake of violent revolution that overthrew the pro-Russian government of President Viktor Yanukovych.”

Since then, Crimean Jews en masse exchanged their Ukrainian passports for Russian ones, and to the chagrin of their co-religionists elsewhere in Ukraine, asked the West and to put an end to the ‘unjust’ sanctions imposed on Russia over Crimea.

International Business Times reported in the beginning of July that Russian president Vladimir Putin was urged to allow as many as 40,000 Jewish people who left Crimea during the reign of the Soviet Union to return to the now Russian-held peninsula and to ease the complex procedures that come with being repatriated to Russia in hopes of revitalizing Crimea. This initiative was led by Leonid Grach, the chairman of the regional public organization “Crimean Forum For the Defense of the Constitutional Rights of the Citizens.”
While there is clearly a propaganda aspect to all of this, it appears that Moscow is doing its best to shout this from the heavens, but the feelings here amongst the Crimean Jewish community are almost certainly genuine.

The history in the Ukraine is really that bad.

Ukrainian Humor is Odd

Have you heard the one about how the Ukraine Prime Minister wants to reduce corruption in the country by privitizing state assets?

I'm not quite sure what the punch line is, but it's clearly a joke: There has never been a privitization deal that has lessened corruption:
Ukraine's Prime Minister is calling on Canadian investors to take part in a massive privatization of state assets organized by Kiev as a way of weakening the power of wealthy oligarchs blamed for spreading corruption in his country.

Arseniy Yatsenyuk cited, for instance, Ukrainian businessmen who have been "sitting like vampires" on the country's publicly owned energy sector.

Mr. Yatsenyuk spoke to The Globe and Mail Tuesday after he joined Prime Minister Stephen Harper in Chelsea, Que., to announce that Ukraine and Canada had struck a free-trade deal.

Ukraine is preparing to spin off billions of dollars of government enterprises – including power generation and distribution assets and chemical plants – and the government wants Western investors to bring more orderly business methods to the Eastern European country.

"I don't want Ukrainian tycoons to buy these state-owned enterprises," Mr. Yatsenyuk said. "We would be happy to see Canadian folks buying Ukrainian assets and bringing into Ukraine good corporate governance, new investment and new jobs.

"That is what I asked the Canadian Prime Minister: 'Please tell your investors and your businesses to jump into Ukraine.'"

Mr. Yatsenyuk said Ukraine's leadership feels privatization and deregulation are the answers to the corruption that has plagued the country for decades.

"Big government always leads to big bribes and big corruption, so the less regulations you have the less authority the government has and the less chances to take bribes," Mr. Yatsenyuk said.
OK, this isn't a joke.  It's a lie.

It's a lie that is driven by a need to placate his masters in the west who want to buy state assets at pennies on the dollar.

It's what Naomi Klein has called The Shock Doctrine, where, "Leaders exploit crises to push through controversial exploitative policies while citizens are too emotionally and physically distracted by disasters or upheavals to mount an effective resistance."

To call this an anti-corruption measure is like calling a case of the Clap aid to picking up women.

Even the Hawks in the US Congress Are Concerned about the Ukrainian Nazis

The flag flown by the Azov Battalion

Actual iconography on Azov Battalion helmets
It appears that the behavior of the Ukraine's far right militias that Congress has explicitly forbidden giving them funding:
It's easy to see why Representative John Conyers, a Michigan Democrat, would have a problem with the military unit commanded by Ukrainian legislator Andriy Biletsky: Conyers is a founding member of the Congressional Black Caucus, Biletsky is a white supremacist.

The House of Representatives has unanimously approved an amendment to the U.S. military budget, proposed by Conyers and Florida Republican Ted Yoho, banning support and training for "the Ukrainian neo-Nazi paramilitary militia 'Azov Battalion.'" Azov was set up in May 2014 to fight pro-Russian separatists in eastern Ukraine. Here's how the group's Facebook page describes the circumstances:

In the first weeks after the Putin invasion of Donbass began, the authorities and law enforcers were confused and demoralized. Nationalists had to take initiative. The Patriot of Ukraine organization and allied unofficial groups of right-wing youth rallied around Andriy Biletsky and challenged the separatists.
By now, though, the Azov Battalion has become a regiment of the Ukrainian National Guard and enjoys the enthusiastic support of Interior Minister Arsen Avakov.

Biletsky had run Patriot of Ukraine since 2005. In a 2010 interview he described the organization as nationalist "storm troops" with its biggest unit in Kharkov, Biletsky's native city in eastern Ukraine. The group's ideology was "social nationalism" -- a term Biletsky, a historian, knew would deceive no one.

………

The war in the east gave Biletsky's storm troopers a chance at a higher status than they could ever have hoped to achieve. They fought fiercely, and last fall, the 400-strong Azov Battalion became part of the National Guard, receiving permission to expand to 2,000 fighters and gaining access to heavy weaponry. So what if some of its members had Nazi symbols tattooed on their bodies and the unit's banner bore the Wolfsangel, used widely by the Nazis during World War II? In an interview with Ukraine's Focus magazine last September, Avakov, responsible for the National Guard, was protective of his heroes. He said of the Wolfsangel:

In many European cities it is part of the city emblem. Yes, most of the guys who assembled in Azov have a particular worldview. But who told you you could judge them? Don't forget what the Azov Battalion did for the country. Remember the liberation of Mariupol, the fighting at Ilovaysk, the latest attacks near the Sea of Azov. May God allow anyone who criticizes them to do 10 percent of what they've done. And anyone who's going to tell me that these guys preach Nazi views, wear the swastika and so on, are bare-faced liars and fools.

………

Now, Conyers and Yoho have almost succeeded in making Azov ineligible for any form of U.S. assistance. "These groups run counter to American values," Conyers told Congress. "And once the fighting ends, they pose a significant threat to the Ukrainian government and the Ukrainian people. As we've seen many times, most notably within the Mujaheddin in Afghanistan, these groups will not lay down their arms once the conflict is over."
As Robert Parry, who was given the Polk award for his work on Iran-Contra observed:

………

The conservative London Telegraph offered more details about the Azov battalion in an article by correspondent Tom Parfitt, who wrote: “Kiev’s use of volunteer paramilitaries to stamp out the Russian-backed Donetsk and Luhansk ‘people’s republics’… should send a shiver down Europe’s spine.

“Recently formed battalions such as Donbas, Dnipro and Azov, with several thousand men under their command, are officially under the control of the interior ministry but their financing is murky, their training inadequate and their ideology often alarming. The Azov men use the neo-Nazi Wolfsangel (Wolf’s Hook) symbol on their banner and members of the battalion are openly white supremacists, or anti-Semites.”

Based on interviews with militia members, the Telegraph reported that some of the fighters doubted the reality of the Holocaust, expressed admiration for Adolf Hitler and acknowledged that they are indeed Nazis.

Biletsky, the Azov commander, “is also head of an extremist Ukrainian group called the Social National Assembly,” according to the Telegraph article which quoted a commentary by Biletsky as declaring: “The historic mission of our nation in this critical moment is to lead the White Races of the world in a final crusade for their survival. A crusade against the Semite-led Untermenschen.”

In other words, for the first time since World War II, a government had dispatched Nazi storm troopers to attack a European population – and officials in Kiev knew what they were doing. The Telegraph questioned Ukrainian authorities in Kiev who acknowledged that they were aware of the extremist ideologies of some militias but insisted that the higher priority was having troops who were strongly motivated to fight. [See Consortiumnews.com’s “Ignoring Ukraine’s Neo-Nazi Storm Troopers.”]

But a rebel counteroffensive led by ethnic Russians last August reversed many of Kiev’s gains and drove the Azov and other government forces back to the port city of Mariupol, where Foreign Policy’s reporter Alec Luhn also encountered the Nazis. He wrote:

“Blue and yellow Ukrainian flags fly over Mariupol’s burned-out city administration building and at military checkpoints around the city, but at a sport school near a huge metallurgical plant, another symbol is just as prominent: the wolfsangel (‘wolf trap’) symbol that was widely used in the Third Reich and has been adopted by neo-Nazi groups. …

“Pro-Russian forces have said they are fighting against Ukrainian nationalists and ‘fascists’ in the conflict, and in the case of Azov and other battalions, these claims are essentially true.”
You can find Conyers' statement on his amendments banning any aid the Azov battallion, as well as prohibiting the transfer of shoulder launched SAMs (Manpads) to anyone in the Ukraine, here.

I think that the prohibition against the missiles is particularly significant, because it not just a measure of concern about neo-Nazi elements in the Ukrainian establishment, it is a vote of no-confidence in their entire military establishment, and arguably the entire government, with regard to securing portable SAMs.

I Guess Obama Wants to Ensure That There Is Someone Worse with a Nobel

We now have evidence that the US State Department is pressuring the Nobel Prize committee to nominate Ukrainian President Petro Poroshenko for the Peace Prize:
A leaked letter dated May 19th and sent by the Chairman of Ukraine’s parliament, Vladimir Groysman, to the chargé d’affaires of the U.S. Embassy in Oslo Norway, thanks her for “the efforts you have made to have Petro Oleksiyovych Poroshenko nominated for a Nobel Peace Prize,” but continues: “Still we consider your assurances of support by the two members of the Nobel Committee as insufficient,” because there are five members of the Committee, and the support of 3 of them is necessary.

Thus, “We expect further efforts aimed at shifting the position of Berit Reiss-Andersen, Inger-Marie Ytterhorn and especially that of the Chair of the Nobel Committee Kaci Kullman Five. Regarding the latter, we recommend that you take advantage of the information you are going to receive from Germany. Your colleagues in Berlin have assured us that the dossier will soon be delivered to the U.S. Embassy in Oslo. It is of utmost importance for Mr. Poroshenko to have firm guarantees that he will be awarded the 2015 Nobel Peace Prize, since it could highlight the unanimous support of Ukrainian integrity by the democratic community of the world. Assistant Secretary of State Viktoria Nuland has highly estimated your job during her visit to Kyiv.”
Once again, like a bad penny, every time there is a harebrained neocon scheme at State, Victoria Nuland is at the heart of the skulduggery.
The three mentioned Nobel Peace Prize Committee members are a politcally varied group. Ms. Reiss-Andersen is from the social democratic or “Labour” party; Ms. Ytterhorn is from the libertarian or “Progress” party; and Ms. Five is from the Conservative Party. The two unidentified members are Thorbjørn Jagland from the Labour Party, and Henrik Syse from the Conservative Party. If this letter is correct, those are the two who are referred to by the letter’s phrase, “your assurances of support by the two members.”

The letter also makes a vague reference to the poor reputation that the Committee has engendered on account of the Committee’s having granted the Prize to Barack Obama in 2009 (a decision that the Committee’s Chairperson, Ms. Five, concurred with and has been criticized for): “We understand the difficulties you face when promoting the candidacy of the President of Ukraine, therefore we ask you to exert additional leverages by engaging those U.S. Senators who effectively cooperated with the Committee in 2009.” Presumably, this means that whomever “those U.S. Senators” were, the Chairman of Ukraine’s parliament thinks that they were “effective.”

President Poroshenko entered office on 25 May 2014 after a U.S.-sponsored coup in Kiev that installed Arseniy Yatsenyuk as Ukraine’s Prime Minister on 26 February 2014, after the U.S. Assistant Secretary of State for European and Asian Affairs, Victoria Nuland, had instructed the U.S. Ambassador in Kiev on 4 February 2014 to get “Yats” appointed as the junta’s leader; she issued that instruction to him by phone on February 4th and the coup occurred on February 22nd; Yatsenyuk was then appointed on February 26th, and he remains in power today. One pro-Russian part of Ukraine, Crimea, then seceded and joined Russia, and another, Donbass, seceded and was not accepted by Russia; it thus was bombed by the Ukrainian Government during May through December 2014, since Donbass’s repeated requests to be allowed to join Russia were spurned by Vladimir Putin. (Yet, Ukraine accuses Russia of providing the fighters who are actually the men of Donbass, who refuse to be ruled by the U.S.-coup regime. Russia sends them guns, and volunteers have come from Russia and many other countries to help the Donbass defenders.) German intelligence estimates that “up to 50,000” people were killed in that bombing campaign, but U.S. and other official estimates are only around 5,000.

Even before Poroshenko took office, the new Ukrainian government of “Yats” Yatsenyuk invaded Donbass, using bombers, tanks, rocket-launchers, and everything it had; and, when Poroshenko gave his victory speech in the ceremonial Presidential election on May 25th, he promised, and it was very clear from him, that: “The anti-terrorist operation [he called the residents there ’terrorists’] cannot and should not last two or three months. It should and will last hours.” (Another translation of it was “Antiterrorist operation can not and will not continue for 2-3 months. It must and will last hours.”) But it did last months — Poroshenko’s prediction was certainly false; and, moreover, he lost first one round of the war, and then another — his prediction of its outcome was likewise false. And recently, he said that the war must be resumed for yet a third round, in order that Ukraine win back both Crimea and Donbass. However, U.S. Secretary of State John Kerry warned him on May 12th that he must not do that, and that if he did he’d be violating the Minsk II ceasefire accords which had been arranged by France’s Francois Hollande and Germany’s Angela Merkel. Then, three days later, his Assistant Secretary Victoria Nuland, who had arranged the February 2014 coup, told both Yatsenyuk and Poroshenko to ignore what Kerry had just said, and that, “We continue to stand shoulder to shoulder with the people of Ukraine and reiterate our deep commitment to a single Ukrainian nation, including Crimea, and all the other regions of Ukraine.”
(emphasis mine)

The important thing is not that this is absurd, nor is it why Victoria Nuland has a job at the State Department and a security clearance.

The important thing here is that this is a graphic example of just how f%$#ed up and failed our policy in the Ukraine has proved to be.

We went for a color revolution by funding and supporting Ukrainian Fascists (not hyperbole, the Pravyi Sektor party and its associated paramilitaries are Fascists who idolize Nazi collaborators) for no particular reason, and Russia reacted to what it saw as an existential threat, because it was an existential threat, and we have slavering war mongers in Kiev, and a civil war in which the Russian aligned rebels are winning.

Heck of a job, Brownie Victoria Nuland.

To Honor the 70th Anniversary of the end of the Holocaust, the Ukraine has Commemorated Nazi Collaborators………

No, this isn't The Onion, it's just the Ukraine being the Ukraine.

They have officially honored Ukrainians who collaborated with the Nazis:
The U.S.-backed Ukrainian government came up with a curious way to commemorate the 70th anniversary of the Holocaust being brought to an end. The parliament in Kiev voted to extend official recognition to Ukrainian fascists who collaborated with the Nazis in killing Jews.

Though Official Washington and the mainstream U.S. media continue to dutifully ignore the key role played by neo-Nazis in Ukraine’s February 2014 coup and in the post-coup regime’s subsequent military offensives against ethnic Russians in the east, Ukrainian politicians can’t stop their arms from snapping into Heil Hitler salutes like the fictional character Dr. Strangelove. They can’t hold back this reflex even as the world stopped this week to recall the Nazi barbarity that claimed the lives of some six million Jews as well as other minorities.

On April 9, the Ukrainian parliament passed a bill making the ultra-nationalist Ukrainian Insurgent Army eligible for official government recognition, a demand that has been pushed by Ukraine’s current neo-Nazi and ultra-nationalist movements, the same forces that spearheaded the overthrow of elected President Viktor Yanukovych in February 2014 and then the slaughter of thousands of ethnic Russians who resisted the new order.

Ukraine’s honor-the-Nazi-collaborators vote came amid increased repression of opposition politicians and journalists who dare to criticize the U.S.-backed regime as it moves to repudiate the political settlement envisioned by February’s Minsk-2 agreement and instead prepares for a resumption of the war to crush the resistance in eastern Ukraine once and for all.

………

During World War II, the Ukrainian Insurgent Army, an offshoot of the Organization of Ukrainian Nationalists, collaborated with the Nazis in their orgy of mass murder against Jews, Poles and other minority groups. The UIA also joined with the Nazis in fighting against the Soviet Union’s Red Army, although some UIA elements did ultimately turn against the Germans over their occupation of Ukraine.

Ukraine was the site of several major Holocaust atrocities including the infamous massacre at Babi Yar in Kiev, where local Ukrainian fascists worked alongside the Nazi SS in funneling tens of thousands of Jews to a ravine where they were slaughtered and buried.

According to the Jerusalem Post, the Simon Wiesenthal Center condemned Ukraine’s recognition of the UIA as well as a second bill that equated Communist and Nazi crimes.

“The passage of a ban on Nazism and Communism equates the most genocidal regime in human history with the regime which liberated Auschwitz and helped end the reign of terror of the Third Reich,” said Wiesenthal Center director for Eastern European Affairs Dr. Efraim Zuroff, adding:
“In the same spirit the decision to honor local Nazi collaborators and grant them special benefits turns Hitler’s henchmen into heroes despite their active and zealous participation in the mass murder of innocent Jews. These attempts to rewrite history, which are prevalent throughout post-Communist Eastern Europe, can never erase the crimes committed by Nazi collaborators in these countries, and only proves that they clearly lack the Western values which they claim to have embraced upon their transition to democracy.”
You've seen a lot of this in the Baltic states, Poland, and the Ukraine.

This is not surprising, as they are ……… the Baltic states, Poland, and the Ukraine.

Note that the US has been aggressively supporting the people who successfully fought for this, the Svoboda party the Pravy Sektor militia, taking it so far as to vote against a measure condemning those who glorify Naziism in the UN.

I do not know if there are any good guys in this conflict, but they ain't it.

By the Way, the Germans Think that the US Supreme Allied Commander Europe and the Assistant Secretary of State for European and Eurasian Affairs are Bat-Sh%$ Insane

I mean seriously nuts, as in Brigadier General Jack D. Ripper raving about how fluoridation is destroying our, "Purity of essence," in Dr. Strangelove.

You remember that movie.  The world ends in the finale.

The headline in Der Speigel is, "Germany Concerned about Aggressive NATO Stance on Ukraine:
US President Obama supports Chancellor Merkel's efforts at finding a diplomatic solution to the Ukraine crisis. But hawks in Washington seem determined to torpedo Berlin's approach. And NATO's top commander in Europe hasn't been helping either.

It was quiet in eastern Ukraine last Wednesday. Indeed, it was another quiet day in an extended stretch of relative calm. The battles between the Ukrainian army and the pro-Russian separatists had largely stopped and heavy weaponry was being withdrawn. The Minsk cease-fire wasn't holding perfectly, but it was holding.

On that same day, General Philip Breedlove, the top NATO commander in Europe, stepped before the press in Washington. Putin, the 59-year-old said, had once again "upped the ante" in eastern Ukraine -- with "well over a thousand combat vehicles, Russian combat forces, some of their most sophisticated air defense, battalions of artillery" having been sent to the Donbass. "What is clear," Breedlove said, "is that right now, it is not getting better. It is getting worse every day."

German leaders in Berlin were stunned. They didn't understand what Breedlove was talking about. And it wasn't the first time. Once again, the German government, supported by intelligence gathered by the Bundesnachrichtendienst (BND), Germany's foreign intelligence agency, did not share the view of NATO's Supreme Allied Commander Europe (SACEUR).

The pattern has become a familiar one. For months, Breedlove has been commenting on Russian activities in eastern Ukraine, speaking of troop advances on the border, the amassing of munitions and alleged columns of Russian tanks. Over and over again, Breedlove's numbers have been significantly higher than those in the possession of America's NATO allies in Europe. As such, he is playing directly into the hands of the hardliners in the US Congress and in NATO.

The German government is alarmed. Are the Americans trying to thwart European efforts at mediation led by Chancellor Angela Merkel? Sources in the Chancellery have referred to Breedlove's comments as "dangerous propaganda." Foreign Minister Frank-Walter Steinmeier even found it necessary recently to bring up Breedlove's comments with NATO General Secretary Jens Stoltenberg.

The 'Super Hawk'

But Breedlove hasn't been the only source of friction. Europeans have also begun to see others as hindrances in their search for a diplomatic solution to the Ukraine conflict. First and foremost among them is Victoria Nuland, head of European affairs at the US State Department. She and others would like to see Washington deliver arms to Ukraine and are supported by Congressional Republicans as well as many powerful Democrats.

Indeed, US President Barack Obama seems almost isolated. He has thrown his support behind Merkel's diplomatic efforts for the time being, but he has also done little to quiet those who would seek to increase tensions with Russia and deliver weapons to Ukraine. Sources in Washington say that Breedlove's bellicose comments are first cleared with the White House and the Pentagon. The general, they say, has the role of the "super hawk," whose role is that of increasing the pressure on America's more reserved trans-Atlantic partners.

………

But it is the tone of Breedlove's announcements that makes Berlin uneasy. False claims and exaggerated accounts, warned a top German official during a recent meeting on Ukraine, have put NATO -- and by extension, the entire West -- in danger of losing its credibility.
A "Top German Official" just said that Breedlove is lying, and implied strongly that he is doing so to sabotage the negotiations.
………

At the beginning of the crisis, General Breedlove announced that the Russians had assembled 40,000 troops on the Ukrainian border and warned that an invasion could take place at any moment. The situation, he said, was "incredibly concerning." But intelligence officials from NATO member states had already excluded the possibility of a Russian invasion. They believed that neither the composition nor the equipment of the troops was consistent with an imminent invasion.

The experts contradicted Breedlove's view in almost every respect. There weren't 40,000 soldiers on the border, they believed, rather there were much less than 30,000 and perhaps even fewer than 20,000. Furthermore, most of the military equipment had not been brought to the border for a possible invasion, but had already been there prior to the beginning of the conflict. Furthermore, there was no evidence of logistical preparation for an invasion, such as a field headquarters.

Breedlove, though, repeatedly made inexact, contradictory or even flat-out inaccurate statements. On Nov. 18, 2014, he told the German newspaper Frankfurter Allgemeine Zeitung that there were "regular Russian army units in eastern Ukraine." One day later, he told the website of the German newsmagazine Stern that they weren't fighting units, but "mostly trainers and advisors."

………

Breedlove sees no reason to revise his approach. "I stand by all the public statements I have made during the Ukraine crisis," he wrote to SPIEGEL in response to a request for a statement accompanied by a list of his controversial claims. He wrote that it was to be expected that assessments of NATO's intelligence center, which receives information from all 33 alliance members in addition to partner states, doesn't always match assessments made by individual nations. "It is normal that not everyone agrees with the assessments that I provide," he wrote.

He says that NATO's strategy is to "release clear, accurate and timely information regarding ongoing events." He also wrote that: "As an alliance based on the fundamental values of freedom and democracy, our response to propaganda cannot be more propaganda. It can only be the truth." (Read Breedlove's full statement here.)
Seriously.  His response is nuts.

What's more is shows that Obama is willing to let people under his own command to "freelance" and sabotage diplomatic efforts.
………

The government in Berlin is concerned that Breedlove's statements could harm the West's credibility. The West can't counter Russian propaganda with its own propaganda, "rather it must use arguments that are worthy of a constitutional state." Berlin sources also say that it has become conspicuous that Breedlove's controversial statements are often made just as a step forward has been made in the difficult negotiations aimed at a political resolution. Berlin sources say that Germany should be able to depend on its allies to support its efforts at peace.
(emphasis mine)

It's not just me.  The Germans, i.e. "German Sources", are coming as close as they can to saying that General Breedlove is deliberately sabotaging the negotiations.

Later in the article, a German MP says, ON THE RECORD, "I would prefer that Breedlove's comments on political questions be intelligent and reserved." (emphasis mine)

Not, "Intelligent and reserved?"  It does not sound like General Breedlove has the confidence of our NATO Allies.
………

Although President Obama has decided for the time being to give European diplomacy a chance, hawks like Breedlove or Victoria Nuland are doing what they can to pave the way for weapons deliveries. "We can fight against the Europeans, fight against them rhetorically," Nuland said during a private meeting of American officials on the sidelines of the Munich Security Conference at the beginning of February.

In reporting on the meeting later, the German tabloid Bild reported that Nuland referred to the chancellor's early February trip to Moscow for talks with Putin as "Merkel's Moscow stuff." No wonder, then, that people in Berlin have the impression that important power brokers in Washington are working against the Europeans. Berlin officials have noticed that, following the visit of American politicians or military leaders in Kiev, Ukrainian officials are much more bellicose and optimistic about the Ukrainian military's ability to win the conflict on the battlefield. "We then have to laboriously bring the Ukrainians back onto the course of negotiations," said one Berlin official.

………

Nuland has also been open -- at least internally -- about her contempt for European weakness and is famous for having said "F%$# the EU" during the initial days of the Ukraine crisis in February of 2014. Her husband, the neo-conservative Robert Kagan, is, after all, the originator of the idea that Americans are from Mars and Europeans, unwilling as they are to realize that true security depends on military power, are from Venus.

When it comes to the goal of delivering weapons to Ukraine, Nuland and Breedlove work hand-in-hand. On the first day of the Munich Security Conference, the two gathered the US delegation behind closed doors to discuss their strategy for breaking Europe's resistance to arming Ukraine.
And someone in that delegation was alarmed enough by this that they leaked this to the German press, suggesting that some of Breedlove's or Nuland's are appalled at their behavior.
In Berlin, top politicians have always considered a common position vis-a-vis Russia as a necessary prerequisite for success in peace efforts. For the time being, that common front is still holding, but the dispute is a fundamental one -- and hinges on the question of whether diplomacy can be successful without the threat of military action. Additionally, the trans-Atlantic partners also have differing goals. Whereas the aim of the Franco-German initiative is to stabilize the situation in Ukraine, it is Russia that concerns hawks within the US administration. They want to drive back Moscow's influence in the region and destabilize Putin's power. For them, the dream outcome would be regime change in Moscow.
Yes, there are a lot of people in the US foreign policy and military establishments who are continuing to wage war on Russia.

These people are insane.  Russia has 2500-3000 active nuclear weapons.

No wonder you have Mikhail Gorbachev saying that the US war on Russia never ended.

The reason that the Russians see NATO as a belligerent power is because, largely under US prodding, it continues to be a belligerent power with regards to Russia.

IMF Violates Its Charter to Loan to the Ukraine

The IMF charter forbids the making of loans to countries that are either engaged in a civil war, or those who are at war with another member state.

That being the case, how the f%$# does the IMF justify making a massive loan to the Ukraine?
The International Monetary Fund (IMF) has agreed on a scheme of war financing for Ukraine. For the first time, according to Fund sources, the IMF is not only violating its loan repayment conditions, but also the purposes and safeguards of the IMF’s original charter.

IMF lending is barred for a member state in civil war or at war with another member state, or for military purposes, according to Article I of the Fund’s 1944-45 Articles of Agreement. This provides “confidence to members by making the general resources of the Fund temporarily available to them under adequate safeguards, thus providing them with opportunity to correct maladjustments in their balance of payments without resorting to measures destructive of national or international prosperity.”

To deter Russian and other country directors from voting last week against the IMF’s loan, and releasing their reasons in public, the IMF board has offered Russia the possibility of, though not the commitment to repayment for Gazprom’s gas deliveries, and the $3 billion Russian state bond which falls due in December.

On March 11 the IMF board agreed to approve an Extended Loan Facility (EFF) for Ukraine for a total of 13.4 billion Special Drawing Rights (SDR), currently equivalent to $17.5 billion. Here are the IMF papers spelling out the details.

………

Take a magnifying glass to the tables titled “Ukraine Capacity to Repay Indicators” in last year’s SBA, and in this month’s EFF: it can be seen the newly scheduled repayments to the IMF are significantly larger from now until 2019 in the new scheme than they were in the old one, and of course they go on for much longer – another decade in fact. . For comparison, go to the SBA document, “Assessment of the Risks to the Fund and the Fund’s Liquidity Position”, page 10; for the EFF document, open this link, and go to the similarly titled document, page 13.

At the IMF Andrew Tweedie (below left) and Mark Flanagan (centre) are responsible for drafting this sleight of hand; Nikolai Gueorguiev (right), a former Bulgarian finance ministry official, has been in charge of negotiating the terms with the government in Kiev. In 2008 Flanagan was much more sceptical in his assessment of Ukrainian government accountability and capacity to repay much smaller liabilities than is plain today.

………

This trio is now making the IMF loan look less onerous for the Ukrainian economy by projecting faster recovery of GDP and exports than they thought was reasonable a year ago; and also by anticipating that other forms of debt relief, including grants, subsidies, and low-cost loans from the US and European Union will reduce the proportion of Ukrainian debt owed to the IMF.

That’s guesswork. It didn’t work in 2014 — because of the war in the east. As Lagarde’s reference to the ceasefire implies, and the EFF papers now confirm, if the war continues, the government in Kiev will be unable to repay; the IMF board’s loan conditions will falter; and disbursement of the EFF cash will stop, just as the SBA cashflow did from last October. So what calculation is the IMF making of the military costs and the war’s impact on what the IMF is calling the Ukraine’s fiscal balance?

There are 163 pages in the dossier released by the IMF to demonstrate that the new loan to Ukraine meets the Fund’s charter, lending conditions, and criteria for repayment. The term “war” appears only once, referring to “war-induced supply shocks”; the terms “defence” and “army”, not at all. Referring to military spending by the government, the IMF dossier acknowledges the “risks to the outlook are exceptionally high and predominantly on the downside. Fighting in the East may resume and spread. This would unravel confidence, increase the direct loss of economic and export capacity while military spending may rise sharply.” This is an admission that the war is what the IMF charter labels “measures destructive of national or international prosperity.”
………

This reveals that past and future spending on the war and the rearmament programme President Petro Poroshenko announced last week are “one-offs”, below the budget line, and not counted by the IMF in the conditions it has set for the release of the scheduled instalments. Since budget funds are fungible, and since the Ukrainian government and Verkhovna Rada (parliament) have agreed to increase military spending substantially, the IMF was asked to say why it is contributing to the war risks by allowing EFF support for military budget outlays at the same time as it is concealing their magnitude in reporting to the IMF board.

………

For the time being, the Russian Finance Ministry is not demurring. Finance Minister Anton Siluanov (right) followed Lagarde’s announcement of board approval for the EFF with this confirmation that Russia will contribute its share to the loan. “The [EFF] program will be financed via the IMF quota resources, and the funding from shareholder countries in the framework of their participation in the so-called New Borrowing arrangements. As such, the Russian Federation will participate in the funding in accordance with its obligations as a participant, and deliver the first tranche of the IMF program for Ukraine in the amount of $13.75 million dollars. The Bank of Russia will carry out the payment on 13 March 2015.”

Although the Obama Administration claims it will not deliver lethal military equipment, it has been offering loans, repayment guarantees, and cash support for Ukrainian military agencies to buy it through third countries. Russian analysts call this a takeover by the Pentagon of the Ukrainian defence budget. Details of the line items totalling UAH 85 billion (about $4 billion) approved this month by the Verkhovna Rada can be read here. International bankers say they cannot think of a precedent in which the treasury of a country at war finances a defeated opponent to renew the fight. Siluanov hints his reason is tactical. Moscow will not call a default of covenants in the December 2013 bond for $3 billion, he says, if Kiev agrees to exclude this debt from its restructuring of other bond obligations, and repays the Russian debt at maturity this coming December.
Let me get this straight:
  • The US is pushing for the IMF loan to fund the war.
  • The IMF is pretending that there is no war.
  • The Russians are looking the other way, because it has been implied to the IMF loans might be applied to Russian loans to the Ukraine, and the arrears to owed to Gazprom.
Am I the only one to find this completely f%$#ed up?

H/t naked capitalism.
