Not Enough

The former CEO of Fannie Mae has has agreed to pay $24.7 million for stock manipulation. In total for the executives in question, it's $31.4 million.

No. When you steal that money from that many people, which is what the stock/earnings manipulation did to the shareholders, you should go to jail for a very long time.
