It now appears that the contract manager for a multi billion KBR contract was forced out after insisting for documentation for the invoices that they were sending in.
Delightful....Dick Cheney's company, under a policy created by SecDef Dick Cheney, was allowed to submit smudged receipts on cocktail napkins.
